Hugh McPhail

Hugh McPhail is an independent consultant, with experience and capability in the following areas:

    Major assignments have included work for the Commonwealth Secretariat to develop trade remedy legislation for the Government of Malawi, and the provision of independent quality assurance to the General Manager of the New Zealand Parliamentary Service on the way in which the Service carried out its role in relation to the 2008 General Election, and on the delivery of the Out-of-Parliament IT Services Project.

    Work has also included a contribution of information on New Zealand's trade remedy implementation to a report being prepared by BKP Development Research & Consulting GmbH for the European Commission on the evaluation of the EU's trade defence instruments (TDI), and the preparation of New Zealand chapters for two books - one on the use of judicial review and trade remedies for a book Domestic Judicial Review of Trade Remedies published by the Cambridge University Press; and the other on anti-dumping practice in a range of countries, Guide to International Anti-Dumping Practice, published by Wolters Kluwer.

    Hugh is currently working with the Ministry of Business, Innovation and Employment as a trade remedies specialist, providing advice and assistance on trade remedies investigations and policy, having previously worked with the Ministry of Foreign Affairs and Trade, providing advice and assistance on matters relating to trade remedies and trade negotiations.

    Hugh has also chaired a number of WTO Disputes Panels.

    A recent voluntary activity was involvement in the organisation of events to mark the 175th anniversary of the arrival in Wellington of the Blenheim in December 1840 with a shipload of Scottish settlers. This included the development of a website, blenheim175.wordpress.com, and related book "The Blenheim People" which provide information on the passengers on the Blenheim and related background material.
